Is Chinese New Year the cutoff?
Yes. Someone born 15 January 2024 is a Rabbit, not a Dragon, because Chinese New Year in 2024 was 10 February. A mid-year birthday can use the Gregorian year alone.
Is this the same as a sun-sign horoscope?
